Game Rules

Base rules are similar -  the players discard one card at a time from their hand - matching either  colour or the symbol of the card on top of the discard pile. 
The players must say “Uno” while they discard the second-last card in their hand, failing which they will have to draw two cards. 
The first player to discard all their hand wins.

Game begins from the youngest player and moves clockwise.​​

Special Cards

7’s Swap: When you play a 7 card of any colour, you must swap your hand with another player of your choice. Play then continues in current order.
 


0’s Pass - When you play a 0 card of any colour, all players must pass their hand to the next player in the current direction of play.
 

Action Cards

Skip Everyone Card - Skip all the other players and take another turn.

Discard All Card - Discard all the cards in your hand that match the colour of the Discard All Card. Place the extra cards under the Discard All Card.

Wild Cards

Wild Draw 6 Card - The next player must draw 6 cards and lose their turn.

Wild Draw 10 Card - The next player must draw 10 cards and lose their turn.

Wild Reverse Draw 4 Card - Reverse the direction of play, then the next player in the new direction must draw 4 cards and lose their turn. With just two players this card skips the other player and makes you draw 4 cards! You may use the stacking rule to send the penalty back to the other player.

Wild Colour Roulette Card - The next player chooses a colour. After that, they must reveal cards one at a time from the Draw Pile until they get a card of that colour (Wild Cards do NOT count). Then they add all the revealed cards to their hand and lose their turn.

Differences from Base rules  

1. Mercy Rule - if you have more than 20 cards in your hand at any time - you are knocked out - the official rules are 25 cards - but tournament policy is 20 cards.

  
2. When you don’t have a playable card, then you will have to draw from the deck to get a card that can be played – whether it matches symbol, colour or even it’s an action card. While in Classic UNO you will need to draw only once, in No Mercy,
you will need to draw until you get a card that you can play.

  
3. Stacking is a major part of No Mercy and thus we need to be clear about how it works. The stacking rules suggest that if ‘someone plays a Draw Card (+2, +4, +6, +10)
you can “Stack” the penalty by playing a Draw Card from your hand of equal or higher value’. While the rules suggest that dropping the last card could mean you win, stacking is an unresolved action, and we will need to complete it.  
     
This means that colour is not an issue here. You can stack a Red +4 on top of a Green +2, a green +4 on top of a wild reverse +4  
    
If multiple wild draw cards are played, then the l
ast person who played it can decide which colour to play for the next player.The stack effect remains and the person to pick up the bundle will lose a turn.

  
4.Ending with Wild  
  There are no restrictions to ending the game by playing a wild card. If you play the Wild Colour Roulette Card as your last card, then you are done. However, playing any of the wild draw cards as your last hand, then you would have to wait for it to be resolved, especially in cases of stacking  


5. Ending with 0’s and 7’s  
  They don’t have to be resolved if you are playing it as your last hand.  
6. Ending with Discard All is Legal - Just remember to say UNO
